Das Sozialhilfe-Grundsatzgesetz in Begutachtung. Analyse und Interpretation

Der Artikel analysiert den Begutachtungsprozess zu einem Sozialhilfe-Grundsatzgesetz, das die Bund-Länder-Vereinbarung zur Bedarfsorientierten Mindestsicherung in Österreich ablöst. An der Begutachtung hat eine ungewöhnlich große Zahl an AkteurInnen teilgenommen. Deren Stellungnahmen werden nach institutioneller Herkunft, Intensität und inhaltlicher Wertung differenziert; für ihre Mehrzahl ist festzuhalten, dass diese dem Entwurf in seiner Gesamtheit explizit negativ und ablehnend gegenüberstehen. Die Analyse arbeitet die inhaltlichen Hauptlinien ihrer Kritik heraus und diskutiert sie aus Sicht der Armutsforschung. Abschließend kommt der Beitrag zum Ergebnis, dass das Sozialhilfe-Grundsatzgesetz das Ziel umfassender Armutsbekämpfung weder anstrebt noch substanzielle Schritte in dieser Richtung geht. Vor allem kinderreiche Familien und nicht deutschsprachige neu zugewanderte Personen werden bewusst in tiefe Armut gedrängt.

The Social Welfare Basic Law in the Public Review Process, Analysis and Interpretation 

The article analyzes the public review process for a social welfare basic law that supersedes the federal-state agreement of a needs-based minimum income protection in Austria. It starts with the observation that an unusually large number of actors submitted a review statement. The article diferentiates these statements in accordance wirth their institutional origin, their intensity and their content, and shows that the majority of them explicitly oppose the draft as whole. The analysis elaborates the substantive main lines of critique and discusses them from the point of view of poverty research. It concludes that the social welfare basic law neither aims for the goal of comprehensive poverty alleviation nor does it take substantial steps in this direction. Above all, large families and non-German-speaking new immigrants are deliberately pushed into deep poverty.

Neue Herausforderungen in der Pflege? Zum Einfluss von Arbeitsbelastungen und Digitalisierungsprozessen auf das gesundheitliche Wohlbefinden von Pflegekräften

Der vorliegende Artikel beschäftigt sich mit den Auswirkungen technologischer Veränderungen auf das gesundheitliche Wohlbefinden von Pflegekräften. Mit Bezug auf klassische Arbeitsbelastungsmodelle, wie das Anforderungs-Kontroll-Modell von Robert Karasek und Töres Theorell oder das Modell beruflicher Gratifikationskrisen von Johannes Siegrist, finden neue Arbeitsanforderungen Berücksichtigung, die durch den Einsatz neuer Informations- und Kommunikationstechnologien im Pflegebereich bedingt werden. Basierend auf quantitativen Daten einer Fragebogenerhebung in Grazer Pflegeheimen und Kliniken im Sommer 2018 wurden Regressionsanalysen berechnet. Die Analysen zeigen ambivalente Auswirkungen der Digitalisierung auf das gesundheitliche Wohlbefinden von Pflegekräften. Die Sorge um den Arbeitsplatzverlust durch die Digitalisierung wirkt sich negativ auf die Gesundheit von Pflegekräften aus, während die Unterstützung von Kolleg_innen bei technischen Problemen stressentlastend wirken kann.

New Challenges in the Social Care Sector? On the Influence of Work-Related Stress and Digitalization Processes on the Health Well-Being of Social Care Workers 

This article deals with the impact of technological change on the health and well-being of care workers. With reference to classical workload models, such as the job-demand-control model ba Robert Karasek and Töres Theorell as well as the effort-reward-imbalance model by Johannes Siegrist, new work requirements, which are caused by the use of new information and communication technologies in the nursing sector, are taken into account. Regression analyses werde calculated, based on quantitative date collected by a questionnaire survey at nursing homes and clinics in Graz in the summer of 2018. As a result, ambivalent effects of digitalization on the health well-being of nursing staff could be demonstrated. Concerns about job loss due to digitalization have a negative effect on the health well-being of social care workers, while the support of colleagues with technical problems can have a stress-relieving effect.

Soziale Repräsentationen gemeinnütziger Organisationen. Was über gemeinnützige Organisationen gedacht wird und wie sich das auf das Spendenverhalten auswirkt 

Was denken Menschen übet gemeinnützige Organisationen und wie wirkt sich das auf ihr Spendenverhalten aus? Ziel des vorliegenden Artikels ist es, zu zeigen, welche sozialen Repräsentationen zu gemeinnützigen Organisationen in Österreich bestehen und welchen Einfluss diese auf das Spendenverhalten haben. Soziale Repräsentationen – ein sozialpsychologisches Konzept – sind ein System von Überzeugungsinhalten, auf die wir im Alltagsdiskurs angewiesen sind, um möglichst einvernehmlich kommunizieren zu können. Dafür werden freie Assoziationen von 280 Personen erhoben. Diese Assoziationen zeichnen ein sehr positives und von Emotionen geprägtes Bild von gemeinnützigen Organisationen. Die weitere Auswertung der sozialen Repräsentationen in Verbindung mit den Daten zum Spendenverhalten und den demografischen Daten der ProbandInnen gibt gemeinnützigen Organisationen Hinweise zur Entwicklung von differenzierteren Kommunikationsmaßnahmen.

Social Representations of Charitable Organizations. What is Thought about Charitable Organizations and how this Affects their Behavior 

What do people think about charitable organizations and how does this affect donor behavior? The article examines social reprsentations of charitable organizations in Austria and their influence on donor behavior. Social Representations – a socio-psychological concept – constitute a system of beliefs that is being utilized to get a common meaning of a social object in everday life. In an online study free associations of 280 persons were collected. These associations show a very positive and emotional picture of charitable organizations in Austria among the subjects. Further findings of social respresentations, donor behavior and demographics of the participants can help practioniers to develop differentiated communication strategies.

Demokratie im Alltag. Aushandlungen von Freiheit, Gleichheit und Solidarität unter Jugendlichen im Rahmen des Forschungsprojekts „Making Democracy“ 

Im vorliegenden Beitrag werden erste Ergebnisse aus einem laufenden partizpativen Forschungsprojekt vorgestellt. Gegenstand des Projekts sind die alltäglichen Aushandlungsprozesse der demokratischen Grundwerte Freiheit, Gleichheit und Solidarität unter Jugendlichen. Gefragt wird dabei nach dem in der (Alltags-)Kultur verankerten demokratischen Wertekanon und dessen Bedeutung für Teilhabe und politisches Alltagshandeln. Der Beitrag geht einleitend auf das bei Jugendlichen häufig konstatierte Desinteresse an Politik ein und erläutert darauf aufbauend den durch Migrationspädagogik, Cultural Studies und Intersektionalitätsforschung informierten theoretischen Hintergrund des Projekts. Methodologisch orientiert sich die Projektarbeit an Ansätzen partizipativer Forschung und kritischer Kunstvermittlung. Die Ergebnisse der Fallstudie an einer Wiener Schule zeigen, dass sich im Alltag der involvierten Schüler*innen regelmäßig Fragen von persönlicher Autonomie und deren Einschränkung, von Gleichheit und Ungleichbehandlung, sowie von Solidarität und Ausschluss stellen und dass die Bearbeitung für die Schüler*innen relevanter Fragen aufschlussreiche Einblicke in Demokratie als Alltagerfahrung gibt.

Democracy in Everyday Life. Negotiations of Freedom, Equality and Solidarity among Young People in the Course of the Research Project „Making Democracy“ 

This article presents the first results of an ongoing participatory research porjcet on how young people negotiate basic democratic values like freedom, equality and solidarity. In our research project we ask about the democratic canon or values anchored in (everyday) culture and its significance for participation and everyday political action. The introductory section deals with the lack of interest in politics, which is often noted among adolescents. Further on we explain the theoretical background of the project, which is informed by pedagogy of migration, cultural studies and intersectionality research. Methodologically, the project is based on approaches of participatory resaearch and critical art education. The results of our case study at a school in Vienna show that questions about personal autonomy and their limitiations, equality and unequal treatment, solidarity and exclusion regularly arise in the daily lives of the involved pupils. The exploration of questions, relevant to the students, provides instructive insights into democracy as an everyday experience.

Die Säkularisierung der katholischen Schulsysteme. Eine historisch-vergleichende Analyse der Schulsysteme in Frankreich und Österreich 

Während der Institutionalisierung moderner Schulsysteme wandelte sich das ursprünglich konfessionelle Schulwesen zu einem weitgehend öffentlich-rechtlichen und wird folglich als Säkularisierung interpretiert. In einer historisch-vergleichenden Analyse werden die Säkularisierungspfade der katholisch geprägten Schulsystem Frankreich und Österreichs rekonstruiert, um anschließend ihre kausalen und pfadabhängigen Determinanten zu Bestimmen, Während die schulische Säkularisierung in Frankreich dazu führt, dass die katholische Schule mit ihren Schulen in den Privatschulbereich ausweicht, bleibt sie in Österreich über einen konfessionellen Religionsunterricht an der Formierung eines staatlichen Schulsystems beteiligt. Dabei wird argumentiert, dass die verschiedenen Konfigurationen des nationalstaatlichen Kontexts, der sich zwischen dem 16. und 18. Jahrhundert ausbildete, in Verbindung mit dem sich wandelnden Staat-Kirchen-Verhältnis des 19. Jahrhunderts den Säkularisierungsverlauf erklären können.

The Secularization of Catholic School Systems. A  Comparative-Historical Analysis of the French and Austrian School Systems 

In my contribution the institutionalization of national education systems is interpreted as a secularization process. Originally, education was part of the churches, but became a fundamental feature of the modern state. In a comparative-historical analysis this article reconstructs the French and Austrian educational secularization and will determine their causal and path-dependent factors. In France, the Catholic Church lost all its control over the state schools and switched over to  the private sector, whereas in Austria the Catholic Chruch remained part of the state school system by insuring a confessional religious education. It will be argued that the different national configurations, which established themselves between the 16th and the 18the century and the changing state-church relations during the 19th century, explain each educational secularization process.
