Prekäre Integration – zu den Besonderheiten eingeschränkter sozialer Teilhabe von MigrantInnen durch prekäre Arbeit

Der Beitrag nimmt den Zusammenhang von prekärer Erwerbsarbeit, sozialer Integration und subjektiven Zugehörigkeitsgefühlen von MigrantInnen zur  Aufnahmegesellschaft in den Fokus. Auf der Grundlage qualitativer empirischer Erhebungen werden die Besonderheiten migrantischer Prekarität anhand von vier Typen herausgearbeitet, die Dynamik migrantischer Prekarität analysiert sowie die Auswirkungen prekärer Beschäftigung auf die subjektiven Bewertungen des
eigenen Migrationsprojekts untersucht. Es wird dargestellt, inwiefern prekäre (soziale) Integration über Erwerbsarbeit Zugehörigkeitsgefühle der Betroffenen zur Aufnahmegesellschaft beeinträchtigt bzw. beeinflusst. Überlegungen zu den Spezifika des Migrationsstatus als eigenständiges Prekarisierungsrisiko runden den Beitrag ab.

Precarious Integration – on the Characteristics of Limited Social Integration of Migrants by Means of Precarious Work

The article focuses on the relationship between precarious work, social integration and migrants’ subjective feelings of belonging to a host society. On the basis of qualitative empirical research, this contribution highlights the characteristics of four different types of precarious work among migrants and looks also at the dynamics of migrant precarious work and the impact of precarious work on migrants’ subjective evaluation of their own migration project. Furthermore, the article shows how precarious social integration by means of precarious work affects the migrants’ feelings of belonging to their host country. The article is concluded by considerations of migration status as a distinct risk of precarisation.

Islam in der öffentlichen Arena. Strategien des widerständigen Sprechens gegen die Islamophobie

Es wird deutlich gemacht, dass es in der Öffentlichkeit einen breiten islamophoben Diskurs gibt. Anhand der Ergebnisse einer Diskursanalyse wird gezeigt, welcher Mittel er sich bedient und wie die Dispositive die Grenzen des medialen Wissensarchivs über die MuslimInnen regeln. Die beispielhaften Zeitungsartikel im Rahmen des Integrations- und des Binladenisierungsdiskurses werden dabei analysiert, um das Macht-Wissensdispositiv zu beschreiben. Einige Formen des
Widerstands gegen die Islamophobie werden mit den Ergebnissen von zwei analysierten Beispielen – IGGIÖ und Kanak Attak – dargestellt. Anschließend werden ihre Stärke und Schwäche beleuchtet und ein konstruktiver Vorschlag zur positiven Beeinflussung und Umformung des Islamdiskurses unterbreitet.

Islam in the Public Arena. Strategies of Resistive Talking against Islamophobia

It is made clear that there exists a widespread Islamophobic discourse in the public. A few references from a qualitative case study are presented to clarify the meaning of Islamophobic discourse. This demonstrates, which means are used in the discourse and how the knowledge dispositif regulates the boundaries of the media knowledge concerning the Muslims. The newspaper articles, as examples of integration discourse and of »binladenisation« discourse, will be addressed in depth to describe the knowledge dispositif. Some forms of resistance against the Islamophobia are analyzed and illustrated by two examples – IGGIÖ and Kanak Attak. Finally, their strengths and weaknesses are also being commented. After that a suggestion will be proposed for a positive influence on and reshaping of Islam discourse.

»Arbeitsmarktferne« Personen – wer sind die? Zu veränderten Exklusionsdynamiken in neokapitalistischen Gesellschaften 

Der in den letzten Jahrzehnten unter dem Schlagwort der Aktivierung laufende sozialpolitische Diskurs hat ökonomischen Wettbewerbsdruck – der eine Vielzahl von prekären Lebenswirklichkeiten geschaffen hat – ins Zentrum neoliberal geprägter Arbeitsgesellschaften gerückt. Diese Dynamik eines sozialen Wettbewerbs hat auch eine Gruppe von »arbeitsmarktfernen« Personen produziert, deren subjektiv erlebte und an ihren Erwerbsbiographien ablesbare Distanz zur noch immer
präsenten Vorstellung eines Normarbeitsverhältnisses die sozialen Kohäsionsversprechen neokapitalistischer Gesellschaften sprengt. Auf eine Befragung von ExpertInnen und sozialpolitischen AkteurInnen sowie Gruppeninterviews mit arbeitsmarktfernen Personen aufbauend wird in diesem Artikel eine Typologie von Arbeitsmarktferne entwickelt, die zum einen die Heterogenität dieser Personengruppe aufzeigt und zum anderen das Phänomen Arbeitsmarktferne als  unmittelbare Folge der Exklusionsdynamiken neokapitalistischer Gesellschaft beschreibt.

People »Furthest Away from the Labor Market« – Who are They? Changing Exclusionary Dynamics in Neo-capitalist Societies

The current socio-political discourse under the heading of activation is coined by the neoliberal vision of economic competitive pressure and created furthermore a variety of precarious living realities. These social dynamics of competition also produced a group of people »furthest away from the labor market«, whose subjective experiences as well as their occupational biographies show a great distance to the still present notion of a standard employment relationship, which is far beyond the social cohesion promises of neo-capitalist societies. Based on a survey of experts and of social-political actors in the field as well as on group interviews with people in measures co-financed by the European Social Fund (ESF), this article develops a typology of those hardly employable people. The presented typology shows the heterogeneity of this group on the one hand, and suggests interpreting the phenomenon of people »furthest away from the labor market« as a direct result of reinforced exclusionary processes in neo-capitalist societies on the other.

Zugehörigkeitspolitik – schmutziges Geschäft der politischen Grenzziehung? Eine Fallstudie zum Wiener Gemeindebau

Zugehörigkeit gewinnt im Kontext von Migration an politischer Brisanz. Welche Zugehörigkeitskonzepte politische Parteien verhandeln und BürgerInnen in Alltagssituationen anwenden, ist Gegenstand dieses Beitrages. Auf der Grundlage von Interviews mit GemeindebaubewohnerInnen und Wahlkampfmaterialien zur Gemeinderatswahl 2010 wird gezeigt, dass Zugehörigkeitspolitik Alltag und Politik verbindet: Politische Problemdeutungen sickern in den Alltag durch, sie werden vor dem Hintergrund erodierender Zugehörigkeitsgefühle in Konfliktsituationen von BürgerInnen re-artikuliert, und politische Parteien reagieren auf gefährdete Zugehörigkeitsgefühle durch die Politisierung bzw. De-Politisierung der »Anderen«. Die Strategie der Ethnisierung ist relevant, allerdings werden ethnisch-nationale Grenzen durch disziplinierende und moralisierende Diskurse durchlässig. Eine Erklärung dafür, warum Anti-Migrationsparteien auch von MigrantInnen wählbar sind. 

Politics of Belonging – Dirty Work of Political Boundary-making? A Case Study on Vienna Social Housing

In the context of migration, belonging becomes a highly controversial subject of political debate. This article analyzes the concepts of belonging as they are being negotiated by political parties and adopted by citizens in everyday situations. On the basis of interviews with inhabitants of Vienna social housing complexes and electoral materials from the municipal elections of 2010, the article shows how belonging links politics and everyday life: Political understandings of membership trickle-through into the realm of everyday life, where, against the background of eroding feelings of belonging, they are absorbed and re-articulated by citizens in ordinary situations of neighborhood conflicts. Political parties, in turn, react to the weakening of belonging by politicizing and de-politicizing the »other«. One relevant strategy adopted by political and everyday actors is »ethnicization«, but at the same time ethno-national boundaries are also becoming more fluid through the use of disciplining and moralizing discourses. The boundary shift helps to explain why anti-immigration parties are becoming increasingly eligible for persons of migrant origin.

Idealmaße österreichischer Abgeordneter

In jüngster Zeit hat die persönliche Komponente in politischen Entscheidungsprozessen, in der politischen Berichterstattung und im Rahmen der  Politikbeobachtung zusehends an Bedeutung gewonnen. Dabei scheint die politische Elite zunehmend in ein Spannungsfeld zwischen jenen Anforderungen, die für Erfolg im Bereich der Politikherstellung von zentraler Bedeutung sind, einerseits und den Bedürfnissen der (medial durchtränkten) Arenen der Politikdarstellung andererseits geraten zu sein. Vor diesem Hintergrund stellt sich die Frage, an welchen Rollenbildern sich PolitikerInnen heutzutage orientieren. Eine Antwort  hierauf liefert eine repräsentative Umfrage unter den Abgeordneten des Nationalrats und der neun österreichischen Landtage. Die Befunde unterstreichen, wie komplex das Profil eines idealen Politikers bzw. einer idealen Politikerin aus Sicht der betroffenen AkteurInnen ist. Sie deuten auf eine Verschmelzung von ehemals »rollennahen«, politischen und »rollenfernen«, darstellungsbezogenen Eigenschaften hin.

Ideal Dimensions of Austrian MPs

In recent years, political decision-making processes, political media coverage and citizens’ observation of politics have become increasingly personalized. It seems that political elites are more than ever torn between politics-oriented demands of the political sphere and performance-oriented demands of the (media-saturated) political public. But at which ideal measures do politicians orient themselves nowadays? A representative survey among delegates of the »Nationalrat« and of the nine Austrian »Landtage« offers first empirical answers to that question. Our findings point out how complex the profile of an ideal politician is, as it is being perceived by the respective actors. We also find an amalgamation of attributes, which can be labeled as »role-near« political attributes, and »role-distant« performance-related skills.
